When you go to use it, a viton o-ring works good on this kind of cap.
Just leave the lead seal in there if it's not messed up.

It's obvious that someone before you rebuilt the genny, since you said you found bronze wool in there.
Maybe they replaced the burner cap screen with a larger mesh.

OK, I'm thinkin' maybe the "cam", if that's the right word, at the end of the shaft assembly might not be bent right, causing a short stroke of the eccentric.

Sounds like you have it solved, but for future reference, the pump/air stem on most lanterns is the same size stock as the eccentric block, at least on Colemans.

Try pushing the pump down with the air stem closed.
If you can push it down, you have a pump problem.
If not, you might have a CV problem.
