Yup, back in the day Alaska had tough laws. Simple oppss was a fine, get caught poaching browns, sheep, etc. And everything you used to commit the crime became property of the state, up to and including aircraft

Try a little penetrating oil around the cap, they can get difficult to remove as crap builds up under it.

I've never doused a bp stove with fuel, sounds extreme. I've been out in below 0F temps a number of times, even my last trip I had at least one kero stove and had no problem getting it going.
