The dried mess sounds like fuel, usually I find it leaked from the valve stem packing As to the washer- my H's only have a 'cresent moon' hold down washer that holds the burner plate to the frame and the frame to the fount, as seen here. Welcome to the forum! As Rusty stated, a mantle making contact with the generator will not hurt anything. The only issue might be breaking that mantle if you pull the generator.
