The problem this one has, and I'm afraid the one on the replacement fount, the face plate is paper. The markings fade and moisture makes it warp which interferes with the sweep of the needle.

Welcome Clifford. Assuming you are unscrewing the pump stem a turn or so, if you cant push any air through the check valve, either it is stuck closed, or the air tube/snorkel is blocked. Let's hope it's the check valve. Remove the pump and check valve rod. Squirt some carb cleaner down into the tube...
