Not sure that is the wrong vent if it is an L228. Correct fuel cap. The "Tee-shirt" piece is in the block that holds the slant in place. Those are often missing. Look complete to me. Hello Bob,
I worked on a burg that had very heavy black residual gunk at the filler cap. I used a product called Krud Kutter. I applied it along with a little heat from my wife's hair dryer, took my time, and was able to remove all the gunk with absolutely no damage to the paint.

Clyde, very nice shot of the lanterns and bike rack. If I may add my 2c, your rack came with the tool clamp on top; keep it in your car. Anybody can come along and take it without a key. Don't ask me how I know! I've got the 4 ride version and love it. It's $$$, but I doubt there is anything better...
