Stop rusting. If a full restore, I'd say do a expert paint job. Many like original state.

Depends a lot on what condition. Just stop rust for the most part, drain tank make sure no water in there.
Value is in eye of beholder, on many of my users I scrub em good and give em a quick coat of paint, makes em look a lot better. One old PW I gently removed what surface rust I could without disturbing much then put some car wax on spots, to control rust.

Discover if it is mechanically working like from the factory. If not, work on it, get parts if needed.
Then, as mentioned above, you will want to stop any rust, remove it, repaint, and enjoy using it.
