228h missing washer/heat shield plate?

Picked up a decent looking 228h with case recently and got it running, but i got two questions with it.

The collar looks like somone caused a fireball trying to light it last time, how do you get the black/brown gunk off without removing the painted text. Simple green and a brush only went so far, soap didnt even touch it, and 0000 steel wool started to eat the text.

Second is that its missing the frame "washer" (that's what the manual calls it, looks more like a heat shield plate to me) and the collar was getting pretty damn hot to the touch. So im wondering whether its safe to use or whether the missing plate actually cooked the collar the last time someone used it. I know its neccesary on the 288's but wondering whether the 228 needs it aswell.

The dried mess sounds like fuel, usually I find it leaked from the valve stem packing when they have sat with pressure in the fount- it tends to drip off the stem and onto the frame rest and fount. I use a product called OilEater to dissolve that goo, just do not let it sit and dry on the frame rest or it may pit the aluminum.

As to the washer- my H's only have a 'cresent moon' hold down washer that holds the burner plate to the frame and the frame to the fount, as seen here.

Is this the washer you are refering to? If so, what is holding yours together? It may help of you can post a pic or two of what you have or don't have.

This is my 9/73 228H. This is the clearest picture I have. But there is only a crescent washer like Oldfox said.

If it was only near the valve wheel fuel would of been my suspect aswell but it was all around the whole collar.

Yeah i should of posted pics but got distracted, i have the half moon hold down washer, heres a pic of a beat plate that sits between the washer and frame from a 220j. I was under the assumption the 228h was supposed to have one aswell

No such washer in the H, so your good. I have a 288 that was covere all around the rest as yours, but the inside bottom of the frame was covered as well- this was from fuel leaking out the generator due to the valve not being fully shut and it was stored with fuel in it.
